McQuarrie, who penned the Oscar-winning script for The Usual Suspects, will write Flying Tigers for Cruise. The story focuses on a volunteer fighter squadron which comes together to help the Chinese fight the Japanese prior to the US entering World War II.
According to Variety, the actor has yet to sign a contract for Tigers, though he has been keen to play a pilot again since shooting to fame with Top Gun.
In addition, Cruise's forthcoming spy thriller The Tourist is currently undergoing a McQuarrie rewrite and he is working for the actor's studio United Artists on a script for The Champions. Cruise is interested in taking the lead role in the Guillermo del Toro-directed TV remake.
