Based on the comics by DC-Vertigo, the story follows a group of Special Forces agents who set out for revenge after they are betrayed by their own government.
Morgan would reportedly play Clay, the group's leader.
Stomp The Yard director Sylvain White is slated to helm the project, which has been adapted for the big screen by Zodiac scribe James Vanderbilt.
The movie is scheduled for release in 2011.
