The project, which is based on the sea battles of Captain David S. Porter against the British in 1812, will be produced by Graham King's GK Films.
Porter famously navigated The Essex past British ships to reach the Pacific, where it attacked a British whaling fleet and engaged in a final battle with a special British squadron.
King and Monahan worked together previously on Mel Gibson's Edge Of Darkness.
Monahan makes his directorial debut later this year on London Boulevard.
