Talladega Nights star Leslie Bibb has also signed up for the project.
Adam Sandler's Happy Madison company is producing the film, which is being helmed by The Wedding Singer director Frank Coraci.
Norbit writers Jay Scherick and David Ronn and King Of Queens duo Rock Reuben and Nick Bakay are penning the script alongside James.
James's first solo feature Paul Blart: Mall Cop debuted at number one on the US box office chart earlier this year.
