Phillips was the captain of the Maersk Alabama ship, which was hijacked by Somali pirates in April. He surrendered himself to protect his crew, later making a failed escape attempt.
Navy SEALs came to Phillips's rescue after President Obama authorised snipers to shoot the pirates. Three of Phillips's four captors were killed while the other surrendered and is in custody.
"We were drawn to this remarkable story of heroism and courage as events were unfolding off the coast of Africa," Columbia co-president Doug Belgrad told Variety.
Michael DeLuca, Kevin Spacey, Dana Brunetti and Scott Rudin will produce the project.
