According to The Hollywood Reporter, the Tony Scott project may be put on hold by the studio due to its escalating costs.
Fox executives are said to be worried that the budget for the action-driven movie, including salaries for Scott, Washington and Chris Pine, will be too high.
Concerns have also been raised about the box office failure of star vehicles such as Land Of The Lost and The Taking Of Pelham 123 compared with the success of movies featuring up and coming names like Star Trek and The Hangover.
Unstoppable, which revolves around a runaway train carrying toxic chemicals, was scheduled to go into production this autumn.
"A year ago, you could agree on a budget and then come back and give them a higher bill and they'd pay it," said a Fox producer. "It doesn't work like that anymore."
