Writers S.S. Wilson and Brent Maddock will script the project, which will focus on the relationship between the title character and his father. No casting details have been revealed yet.
T.J Hooker first aired in 1982 and ran for five series on CBS. Shatner played the lead no-nonsense sergeant Hooker, who fought crime with a young team of assistants. Adrian Zmed, Heather Locklear, Richard Herd and James Darren also co-starred.
"The series was the poster child for cop TV shows in the 1980s with great stunts, so we think there's a fun movie to be made from it," said producer Ryan Heppe.
Russell's credits include The Mask, The Scorpion King and The Blob.
