The British filmmaker, whose credits include London To Brighton and The Cottage, also wrote the script for the project, which revolves around a couple terrorised by a gang pursuing their son.
"Cherry Tree Lane is tense, harrowing and even disturbing at times, and how these elements are handled, dramatically and cinematically, will determine the final style of the film," Williams told Screen Daily.
"It is closer in style to London To Brighton creatively, but the social issues it brings to the fore and the currency of the subject matter will mean it has broad cinematic appeal."
Cherry Tree Lane begins production next week in North London.
