Aviv, who is head of production, confirmed reports that the movie would go into production next spring, adding that they were aiming for a 2011 release date.
"We're going to shoot Pirates 4 in April and May of next year," he told Coming Soon. "We are going to release it hopefully in 2011 is the plan."
Speaking about how the film may differ from the first films, he added: "It's important to get the story right and it's important to me to scale it down, because we can't get bigger.
"The movies have gotten bigger and bigger and very complicated and they were satisfying on so many levels obviously, but I want to kind of reboot the whole thing and bring it down to its core, its essence, just characters."
Aviv also revealed that the fourth film would "hopefully be the first of another trilogy".
Johnny Depp is expected to return as Captain Jack Sparrow, but Orlando Bloom and Keira Knightley are not confirmed to join him. Earlier this year, director Gore Verbinski said that he would not be helming another film in the franchise.
