The actor, who played blacksmith Will Turner in the Disney saga, is understood to have told producers that he wanted to focus on his relationship with Australian model Miranda Kerr.
Speaking to the News Of The World, a source said: "Orlando loved the films but thinks it’s time to bow out because they tied up nicely for his character.
"The producers are okay with that because they want to concentrate on the new adventures of Johnny Depp’s Captain Jack Sparrow."
Producer Jerry Bruckheimer previously confirmed that filming on Pirates Of The Caribbean 4 was expected to start next year, but declined to reveal whether Bloom or Keira Knightley (Elizabeth Swann) would be rejoining Depp.
Knightley recently appeared to rule out the possibility of reprising her character for a fourth time, after she was quoted as saying that she wanted to move on from that stage of her life.
