The 21-year-old actor, who plays bad boy Draco Malfoy in the films, was approached by the budding star during a break from shooting last week.
Writing on Twitter, he revealed: "Just had someone chase me back to my car to ask for… wait for it, not a pic, not a signature but a part in the new film! Bit optimistic!
"When I said there's nothing I can do she seemed really upset with me. Then she asked for my phone number for her daughter! Politely declined."
He added: "Just to clarify I could never get anyone a part in the film! Sorry! We'd have a Great Hall full of Twitterers if it was up to me."
Felton and his co-stars are currently filming for Harry Potter And The Deathly Hallows, which will be released in two parts in 2010 and 2011 respectively.
Harry Potter And The Half-Blood Prince, the sixth movie in the series, is in cinemas now.
