Gibbons, who worked on the graphic novel series with comics writer and filmmaker Frank Miller, told DS that Dawson would be an ideal actress for the eponymous character, a woman who enlists in a reinvented version of the US Army.
"I know a great favourite of Frank Miller's is Rosario Dawson, who was in Sin City and has been in some other things," Gibbons said.
"Her name is not seriously in anybody's frame but I do think that it would be a wonderful part for an actress because she is a very strong character."
Gibbons added that he and Miller have been too "busy with other stuff" to develop the Martha Washington movie further, but the pair are eager to explore the character on screen.
"Frank and I have been in love with Martha since we first created her and I'd like to think that maybe movie-goers would be as well," he said.
The big screen version of Gibbons's acclaimed graphic novel Watchmen is out on DVD and Blu-ray now.
