The DreamWorks CEO said that the animated film performed well enough at the domestic box office to warrant a follow-up, but its showing in international markets could halt the project from being made, according to The Hollywood Reporter.
He said: "This is the first movie we've had that's right on the bubble. Domestically it has performed at a level that would surely qualify it as a sequel, and internationally it did not."
The 3-D movie grossed $377 million (£230m) worldwide, with $198m (£120m) of that coming from domestic ticket sales. However, Katzenberg added that there are plans to air a Monsters Vs. Aliens: Mutant Pumpkins From Outer Space special on NBC in the autumn.
He previously announced that US children's network Nickelodeon has ordered a pilot for a potential series based on the film, which featured the voices of Reese Witherspoon, Kiefer Sutherland and Seth Rogen.
