The Ali G and Borat star is said to have originally wanted recent character Brüno to enter the competition, but later decided to spoof the contest in a new project, The Sun reports.
The newspaper states that Cohen's writing partner Dan Mazer has penned the script for the Working Title-backed film, with a release date pencilled in for 2011.
A source said: "He and Dan thought it better for Sacha to dream up another character - and the scope for an oddball creation is huge."
Patrick Wolf, Morrissey and Jarvis Cocker have all expressed an interest in writing a song for Eurovision in recent years.
