The Universal project is being lined up for Scott to direct and DiCaprio to star. The pair will also work as producers on the movie.
Farhad Safinia (Apocalypto) is scripting the film.
Huxley's 1931 novel has had numerous TV adaptations, but this will be its first outing on the big screen. The dystopian story is based in the 26th century, where births are tightly controlled in laboratories and families are outlawed. The society is also split into clearly-defined castes which determine height, intelligence and prospects.
DiCaprio is tipped to play the character Bernard, who develops an infatuation with a woman from a different caste called Lenina.
Production is expected to begin when Scott finishes work on Robin Hood and DiCaprio ends filming on sci-fi action project Inception.
