The 48-year-old recently expressed an interest in portraying the CIA analyst when the next instalment in the franchise goes before the cameras.
However, the GI Joe: The Rise Of Cobra producer, who is also working with screenwriter Hossein Amini on the origin story for Tom Clancy's character, said that Clooney is not right for the role.
He told MTV: "It's for a young Jack Ryan. I love George, but it's not written for a man of his age. It's written for a guy in his early 30s."
He added: "We submitted a script to Paramount recently. It was well-received and it's in the process."
The role of Jack Ryan was first played by Alec Baldwin in The Hunt For Red October. Harrison Ford took over the part for two instalments in Patriot Games and Clear And Present Danger, while Ben Affleck was cast in The Sum Of All Fears.
