Guillermo del Toro, Don Murphy and Susan Mountford are on board to produce the movie, which centres on a murdered circus acrobat with the power to possess the living in order to find his killer.
Writer Arnold Drake and artist Carmine Infantino created the character for DC Comics in 1967. Gary Dauberman wrote the script for the film, which del Toro initially planned on directing himself.
Danish filmmaker Arcel previously helmed King's Game and Island Of Lost Souls.
