The long-planned Emily Bronte adaptation, which has seen Natalie Portman, Gemma Arterton and Ed Westwick board then exit the cast, will be produced by Robert Bernstein and financed by Ecosse Films and Film4.
Bernstein said that Arnold was attracted to the story because of its "passionate, impossible love story [and] elements of class divide".
He added: "It's a very lucky coincidence for us that we've found each other."
Bronte's Wuthering Heights previously made it to the screen in 1939 with Laurence Olivier leading the cast. A 1992 version featuring Ralph Fiennes and Juliette Binoche was also released.
