The Princess' Gangster centres on the tryst between Queen Elizabeth II's younger sister and the gangster-turned-actor in the late '60s, says The Hollywood Reporter.
Bindon appeared in 13 films between 1967 and 1979, including Inspector Clouseau, Barry Lyndon and Quadrophenia. He died in 1993 at the age of 50.
Mellis, who also co-wrote the recent 44 Inch Chest, will script Gangster for Smuggler Films.
"We needed someone who could give us an authentic voice, because Bindon, who could break your legs but who was also a mini-celebrity, was a force of nature," said Smuggler's Patrick Milling Smith.
"He was a real raconteur and full-on entertainer. There aren't many people who can inhabit characters like that and make then amusing, but Louis definitely can."
