According to The Hollywood Reporter, Morel is determined to stick close to Frank Herbert's classic 1965 sci-fi novel.
Paramount is also thought to be holding tentative hopes of turning the movie into a franchise.
Palmer has previously worked on the screenplays for No Blood, No Guts, No Glory at Paramount and The Dallas Buyer's Club with Universal.
