Speaking to Mania, Norrington announced that he hopes to start production on the film later this year and expects to deliver a first draft of the script by the end of this month.
The pivotal lead role, originally played by Brandon Lee in the 1989 movie, has yet to be cast.
"We've opened discussions with major cast but nothing is final yet," Norrington revealed.
"Whereas [Alex] Proyas's original was gloriously gothic and stylised, the new movie will be realistic, hard-edged and mysterious, almost documentary-style," he said about the update in December.
Norrington plans to start work on The Crow before beginning his World War II picture The Lost Patrol.
