According to Entertainment Weekly, Eastwood will helm the picture penned by Milk screenwriter Dustin Lance Black.
The film will focus on Hoover's career as founder and director of the FBI.
Eastwood is expected to co-produce the project with Imagine Entertainment's Brian Grazer.
