According to The Hollywood Reporter, the V For Vendetta and Priscilla: Queen of the Desert star is in talks with Marvel Studios to take on the role of Captain America's archenemy.
Th negotiations are said to be at a delicate stage that will be resolved within the next few days.
The former Nazi officer known as the Red Skull first appeared in Captain America #1 in 1941.
The Captain America movie has recently been at the centre of a flurry of rumours over who will be cast in the title role.
