The film is based on a 9/11-themed novel by Jonathan Safran Foer, says The Hollywood Reporter.
Producer Scott Rudin is behind the Paramount-Warner Bros co-production.
Foer's book tells the story of Oscar Schell, a gifted 9-year-old searching for a lock that matches a key left by his father, who was killed in the 9/11 attacks in New York.
The Curious Case of Benjamin Button scribe Eric Roth has adapted the novel for the screen.
Daldry has also been approached about helming The Twilight Saga: Breaking Dawn, it has been reported.
