The Nick and Nora's Infinite Playlist helmer is the first filmmaker to circle the project, based on the youth-oriented comic book series, says Deadline.
The comic centres on a group of children of super villains who use their powers for good.
Brian K. Vaughan created the series. Dollhouse producer Joss Whedon has also written several issues of the comic.
Paramount will distribute the film.
