Screenwriter/producer James Sclafani penned the script, which chronicles the life of the conservative radio chatshow host, reports Deadline.
Sclafani's screenplay is based on journalist Paul Colford's unauthorised Limbaugh biography The Rush Limbaugh Story: Talent on Loan from God.
"This is Citizen Kane meets Private Parts, where you have a man who always had trouble relating to people in the outside world, but does it effortlessly in the booth," said Sclafani.
The movie would depict Limbaugh's rise to become the top-rated radio host and his addiction to prescription painkillers, which he acquired illegally.
The producer called Limbaugh an "underdog" and "an extremely determined person with something to prove".
Limbaugh is not yet involved with the project.
