The film, to be directed by Matthew Hope, focuses on a young solider who returns home from Afghanistan and is recruited to monitor suspected terrorists in the UK.
Ashley 'Bashy' Thomas, Adi Bielski and Tom Brooke are also among the cast.
Hope penned the script for The Veteran with ex-SAS counter-terrorism expert Robert Henry Craft and Adam Tysoe, exploring themes "similar to those of Taxi Driver or Unforgiven".
Shooting begins next week around London and at Elstree Studios.
Kebbell, whose previous films include RocknRolla and Prince Of Persia, can next be seen in The Sorcerer's Apprentice.
