According to the Los Angeles Times, Fox Searchlight is developing the film as a star vehicle for Mulligan.
The movie's plot centres on an eccentric teenager who forms a relationship with her "enigmatic and estranged" uncle after the death of her father.
Ridley Scott and Tony Scott are in talks to produce with Jodie Foster reportedly eyeing a co-starring role. Prison Break star Wentworth Miller penned the script.
Mulligan will next be seen in Wall Street: Money Never Sleeps, opening September 24 in US cinemas, and the Fox Searchlight drama Never Let Me Go.
