The High School Musical star will play a young man from New York who falls in love with the daughter of his father's enemy, reports Deadline.
The movie is described as a "Romeo and Juliet-like romance".
Grey's Anatomy producer Mark Gordon is behind the project. Andrew Berrer and Gabriel Ferrari wrote the script.
A director has not yet been attached to the film.
Efron is also attached to star in the latest Nicholas Sparks adaptation The Lucky One.
His Charlie St. Cloud opens on Friday.
