The project, penned by Love, Actually's Richard Curtis and his brother Jamie, centres on a movie star who is offered a role in a film by a Chinese director. The actor initially flirts with her translator before falling for the director.
Working Title's Tim Bevan said of the movie: "We are very excited about taking this back to roots and getting an exciting young director and British cast for a modestly budgeted Richard Curtis and WT romantic comedy."
Tom Cruise and Hugh Grant had originally been earmarked for the lead role, but the project will instead be retooled for a younger cast.
Harper has previously directed episodes of ITV's Demons and recently completed work on Channel 4's This Is England '86, based on the 2007 Brit drama from Shane Meadows.
