According to The Playlist, the Inglourious Basterds star could play the villain in the upcoming Marvel Comics adaptation.
Waltz's Basterds co-star Michael Fassbender was previously rumoured to be playing the villain in the film.
Waltz has not confirmed the report.
Andrew Garfield will play the new Peter Parker in director Marc Webb's reboot, which arrives in US cinemas on July 3, 2012.
