Superhero Hype has reported the casting of Moretz in the film, which will follow the backstory created for the character in the comic book series published by Dark Horse.
Emily the Strange began as a sticker and clothing brand before expanding to include a publishing platform.
The film was announced as being in development almost two years ago by Dark Horse president Mike Richardson, who will serve as producer.
Moretz prompted both controversy and critical acclaim earlier this year for her portrayal of the murderous vigilante ten-year-old Hit-Girl in Kick-Ass and will star in the upcoming vampire horror Let Me In later this year.
There is currently no announced release date for Emily the Strange.
