The project is the directorial debut from Star Trek and Transformers co-writer Alex Kurtzman, according to The Hollywood Reporter.
The film would mark Pine and Kurtzman's second collaboration since Pine starred as James Kirk in Star Trek.
People centres on a man who meets an alcoholic sister he never knew he had after his father dies. He delivers $150,000 in cash to her and becomes involved in the life of her angry young son.
Kurtzman wrote the script with Roberto Orci. The pair worked together on Star Trek and a number of other projects, including the Transformers movies.
Kurtzman and Orci, who are producing the movie through their Paper Products banner at DreamWorks, also penned the script for the upcoming Cowboys & Aliens.
