The pair are being lined up for the period film, which is based around Gothic writer Edgar Allan Poe's famous poem, says The Hollywood Reporter.
Evans will replace previously rumoured star Jeremy Renner in the role of a detective who teams up with Cusack's Poe to catch a killer.
Eve will play Poe's fiancée, who is taken by the killer and held hostage while Poe attempts to rescue her.
Evans is best known for his role in Stephen Frears's recent film Tamara Drewe and will star as one of the leads in Paul W.S Anderson's upcoming adaptation of The Three Musketeers.
Eve gained attention this year for her performance in She's Out Of My League and was rumoured for the part of Emma Frost in Bryan Singer's X-Men: First Class before January Jones was cast.
