Speaking to Coming Soon, the filmmaker said that he expects a film based on the short-lived Fox comedy to get made "sooner rather than later".
Howard served as executive producer on the series as well as narrator.
"I won't be directing the Arrested Development movie, but [the creator] Mitch Hurwitz is determined," he said.
Howard added: "I know we've been saying this for a while, but I'd be really surprised if we didn't have an Arrested Development movie sooner rather than later."
Arrested Development starred Jason Bateman, Michael Cera, Portia de Rossi, Jeffrey Tambor, David Cross and Will Arnett.
