The actor and filmmaker, who narrated and produced the critically acclaimed Fox sitcom through its three-year run, told Digital Spy that his responsibilities may extend beyond providing the mooted film's voice-over.
He said: "Look, I'm a little bit like the audience: I'll believe it when I see it! Mitch tells me that he wants me to be in it. I don't know if he's just trying to charm me, make sure I'm the announcer!
"All kidding aside he's been very involved in his television company and I think it's reached a point where he now has a window to really focus on Arrested Development and give it the time and attention that it really needs."
Howard, who appeared as himself in the final Arrested episode, added that Hurwitz needs to find "the story he really believes in" before the movie spinoff gets made.
"Nobody wants to really make it unless he directs it," Howard commented. "For him to do that I think he has to believe he has something special."
Howard's latest film The Dilemma opens in UK cinemas on Friday.
