Milch will begin work on the movie once he completes writing the first season of HBO's Luck, reports Variety. Bob Shaye and Michael Lynne are producing Heavy Rain through their Unique Features company.
"David Milch's incredible ability to transform intense and complex storylines into gripping popular drama makes him the perfect partner for us to have on Heavy Rain," said Shaye.
Milch is also the creator of NYPD Blue and the short-lived John From Cincinnati.
Sony's noir video game Heavy Rain centres on four characters hunting down a murderer dubbed the Origami Killer. Players control one character at a time, with the actions of each altering how the story plays out.
Heavy Rain has sold more than 1 million units worldwide since its release last February.
