The pair, who worked together on Being John Malkovich and Adaptation, are in the process of selling the project to producer Megan Ellison's Annapurna Pictures.
Their as-yet-untitled movie centres on leaders who gather together to dictate "seismic" world events such as wars and the price of oil.
Jonze recently helmed Where The Wild Things Are, while Kaufman branched out into directing with Synecdoche, New York.
Kaufman is also hoping to make Frank Or Francis, about a movie director who goes to war with an online blogger. Meryl Streep has allegedly been discussed for a role in the film.
