In an interview with MTV, the helmer said that Crowe is his first choice to play lead character Billy Butcher.
"I've sat with some people. I really like the idea of Russell Crowe for Butcher," he said. "We met and had kind of an interesting meeting."
However, McKay confessed that the script for the project is yet to be completed. "I'm writing completely on my own on that, so it's taking twice as long as it should," he added.
"I am actually in the home stretch. I have about two weeks left on this draft and we're going to try and get it made. It's looking pretty cool. I'm excited about it."
Published by Dynamite Entertainment, The Boys follows a group of CIA agents given the task of policing the world's superpowered beings. It was created by writer Garth Ennis and artist Darick Robertson.
It was previously reported that McKay wants Simon Pegg to portray Hugh Campbell in the production - a character that Robertson has admitted modelling on the actor.
The Boys has yet to be officially greenlit.
