The script about speculators was originally acquired by Crash writer Paul Haggis, who will now be producing the film, titled Gold, with Mann.
It is yet unknown who will be cast in the project, which is still in the early stages, according to The Hollywood Reporter.
Mann is also attached to a project called Agincourt, which follows the story of a British archer who fought with Henry V.
Agincourt is based on the best-selling novel by Bernard Cornwell.
Mann's last major project was Miami Vice, which co-starred Jamie Foxx and Colin Farrell.
