The X-Men star is the second actor to do so, following the departure of Viggo Mortensen, according to The Wrap.
Mortensen reportedly demanded an $8 million (£4.8m) salary and gross participation in the film.
The reasons for Jackman's decision are unclear, but he is currently working on salvaging Wolverine after the unexpected exit of director Darren Aronofsky.
Currently the only star confirmed for the fairy tale adaptation, to be helmed by debut director Rupert Sanders, is Charlize Theron who will play the Evil Queen.
Kristen Stewart is in talks for the title role, which will compete with Brothers Grimm: Snow White next year.
