The actor would reportedly play the role of anti-slavery campaigner and Republican leader Thaddeus Stevens, according to The Hollywood Reporter.
Daniel Day-Lewis has been cast as the 16th president of the country, with Sally Field taking on the part of his wife Mary Todd.
The script is adapted from the non-fiction book Team of Rivals: The Political Genius of Abraham Lincoln by historian Doris Kearns Goodwin. It focuses on the Civil War and Lincoln's struggle to abolish slavery while dealing with clashes in his cabinet.
James Spader and Joseph Gordon-Levitt are also in negotiations, with the latter expected to play Lincoln's eldest son.
Jones will next be seen in Captain America: The First Avenger as Colonel Chester Phillips. He will also reprise his role as Agent K in alien comedy Men in Black 3.
