The Broken Flowers director has described the untitled project as a "crypto-vampire love story", Screen Daily reports.
He told the site: "I've been imagining this film for years. I can't wait to now realise it with these remarkable collaborators."
The story is set against the background of Tangier, Morocco and Detroit in the US.
Tilda Swinton, Michael Fassbender and Mia Wasikowska have already signed up to the film which will begin production in early 2012.
Wasikowska and Fassbender will next be seen together starring as Jane and Mr Rochester in the latest adaptation of Charlotte Bronte's Jane Eyre.
Jarmusch added that that British actor John Hurt will have a substantial role in the film.
The helmer said last year that he is planning to make a documentary about his friend Iggy Pop.
