The Hangover Part II opens in cinemas worldwide next week, with original cast members Bradley Cooper, Zach Galifianakis and Ed Helms starring again as the unlucky trio.
Phillips told journalists at a press conference that a third film would "cap" the series and be significantly different from its two predecessors, Collider reports.
He said: "The third would very much be a finale and an ending. As far as where it takes place, I'm very open like the Olympic committee to being pitched and presented cities, flown around with wine and women and bribed and then I will make my decision."
The director recently admitted that he had found the shoot of the second film in Thailand "hard work".
