Fans of the sci-fi series had previously claimed that the script was still unfinished.
Clarifying the situation, Orci told TrekMovie: "Just been waiting for J.J. [Abrams] to be free to really decide if he likes the story and hear his suggestions before we finish the script."
Orci added that the outline is currently 70 pages long and has yet to be seen by Abrams.
He admitted earlier in the year that he has been taking the advice of fans while writing the sequel to Abrams's reboot of the sci-fi classic.
The Lost creator said recently that he would be starting production on Star Trek as soon as he finishes work on the thriller Super 8.
