The movie, based on the dual biography Furious Love, would chart the couple's difficult relationship which famously began on the set of the 1963 film Cleopatra, Deadline reports.
After falling in love, Taylor and Burton divorced their respective partners and ended up marrying each other in 1964, as well as in 1975 - a year after divorcing.
The King's Speech writer David Seidler and Black Swan actress Natalie Portman also bid for the rights of the book, which was authorised by Taylor before her death in March.
The late actress described Burton as the love of her life and believed she could have married him a third time if he had not died in 1984.
Scorsese has also committed to teaming up with controversial director Lars von Trier for another version of The Five Obstructions.
