He would play an ex-police officer who becomes intrigued by the case of a sniper accused of five seemingly unrelated killings, according to Risky Business.
Screenwriter Christopher McQuarrie will helm the film from his own script based on the novel.
The two have worked together before on the World War II drama Valkyrie, The Monster of Florence and a version of The Tourist before Johnny Depp took over the main role.
Cruise has just confirmed that he will star in Tron director Joseph Kosinski's sci-fi project Oblivion, which is due to start shooting this autumn.
He is currently filming a big-screen version of Rock of Ages, in which he plays rock star Stacee Jaxx, and will next be seen on screen this December in Mission: Impossible - Ghost Protocol.
One Shot is currently in development and tipped for release in 2013.
