The new project, which has no script attached yet, will be set in New York, according to the Los Angeles Times.
Gosling told the newspaper: "We're definitely going to do a comedy, and we're trying desperately to get [Albert Brooks] to write it."
The Blue Valentine star added that setting it in the US city "seemed like a great place to start".
Brooks makes a rare acting appearance in the critically lauded film Drive as a murderous gangster, after doing voice work on Finding Nemo and The Simpsons Movie.
The comedian-turned-actor helmed the controversial 2006 documentary Looking for Comedy in the Muslim World.
