The Beaver star is being courted to take on a lead role in the comic book adaptation, which tells the story of a ghostly police force, according to Indiewire.
Foster is apparently being lined up to play a character named Procter, believed to be the boss of the titular organisation.
Ryan Reynolds and Jeff Bridges are so far the only stars confirmed for the 2013 picture.
Hangover star Zach Galifianakis was previously attached to the project, but dropped out in April as a result of scheduling conflicts.
Foster previously worked with R.I.P.D.'s director Robert Schwentke on 2005 airplane mystery Flightplan.
R.I.P.D. will hit cinemas on June 28, 2013.
