Writer Lawrence Frank's novel centres on two drug dealers whose girlfriends are held by kidnappers for a ransom.
Private investigator Matthew Scudder finds himself entangled in the crime after one of the women is slowly hacked to pieces and sent back to her boyfriend.
Harrison Ford has expressed an interest in the leading role of Scudder in the project, which has been in development for 14 years, according to Deadline.
It was revived after Black Swan financiers Cross Creek stepped in to support its development.
Caruso committed to directing the comic book adaptation Preacher in February shortly after the release of his teen science fiction film I Am Number Four.
Preacher follows the adventures of the title character, who finds himself becoming the most powerful man in the world after being possessed by a supernatural being.
